How is cannabis zoning decided in Michigan?
Michigan distributed $93,773,685.60 in FY2025 adult-use cannabis excise — $46,886,842.80 to municipalities and an equal amount to counties — across 868 licences in 238 municipalities, at $54,017.10 per licence. Opt-in is decided city by city, and several opted-in municipalities are now closed to new applicants, so entry there is only by acquiring an existing licensed operator.

- How do I find out whether a Michigan city allows cannabis businesses?
- Opt-in is a local decision under MRTMA, so it is decided city by city and township by township. Use the index on this page for ordinance posture, caps, buffers and FY2025 excise, then confirm the current status directly with the municipal clerk and the Michigan Cannabis Regulatory Agency before you sign anything. Ordinances are amended frequently and a stale status is a transaction risk, not a footnote.
- How much cannabis excise revenue do Michigan municipalities receive?
- For FY2025 Michigan distributed $93,773,685.60 in adult-use excise, split evenly between municipalities and counties at $46,886,842.80 each, across 868 licences in 238 municipalities. Every licensed retailer or microbusiness generated exactly $54,017.10 to its municipality, so a city's payment is a direct multiple of its licence count.
- Which Michigan municipalities are opted in but closed to new applicants?
- Several. Ferndale sits at its 6-retailer cap and has not accepted applications since August 2021; Hamtramck opted in under Ordinance 2021-01 and admits no new entrants; Monroe Charter Township barred new businesses in June 2023; New Buffalo Township prohibited new establishments in January 2025. In each, market entry means acquiring an existing licensed operator rather than entitling a new site.
- Does social equity designation mean a city allows cannabis?
- No. Social equity designation is a state programme that reduces application and licensing fees for qualifying applicants. It says nothing about local zoning. Dearborn and Highland Park are both designated communities that prohibit cannabis establishments outright — a qualifying resident gets the fee reduction and still has to site the business in a different jurisdiction.
- Why does this index mark some fields "not verified"?
- Because publishing a wrong opt-in status or a wrong buffer distance is a real liability for the people relying on it. Every field in our dataset is either a value we have read in a current source or explicitly null, and null renders as "not verified" rather than as a guess or a blank. A field marked not verified means our research is incomplete, not that the rule does not exist.
