Which Michigan cities allow marijuana dispensaries?

There is no single statewide list — adult-use retail is allowed by default everywhere a municipality has not opted out, while medical retail requires an affirmative opt-in ordinance. Detroit, Ann Arbor, Ypsilanti, Warren, Lansing, Grand Rapids and dozens of others have opted in; confirm the current ordinance before assuming any city qualifies.

Opt-in status changes

Municipal councils amend cannabis ordinances regularly — raising or lowering caps, adding districts, or reversing an opt-out vote after an election. A city that prohibited adult-use retail two years ago may have opted in since, and vice versa. Treat any published list, including this one, as a starting point that must be reverified against the current ordinance text.

Our municipality dataset covers 54 Michigan municipalities across metro Detroit and outstate markets, each with opt-in and opt-out status, retailer caps, buffer rules and FY2025 excise distribution figures sourced to the Michigan Department of Treasury. It covers our active markets, not all 238 municipalities that received an FY2025 distribution.
