Where the money goes

The state license fee is the smallest line item. The CRA charges $15,000 for an adult-use retailer license, a fixed and published figure. Everything else is negotiated and site-specific: the building itself, the security package the ordinance requires, and the months of overhead a new store carries before traffic builds.

Build-out cost swings the widest. A shell that already has retail-grade electrical, ADA-compliant restrooms and a vault-ready back room can be finished for well under $100,000. A former restaurant or big-box space with no security infrastructure and heavy code deficiencies can run past $400,000 before the first sale.

Real estate is a separate budget line from licensing

Green-zoned retail space in an opted-in municipality carries a scarcity premium over comparable non-cannabis retail, because the buildable universe is capped by zoning and by any municipal license cap. Expect to pay more per square foot for a parcel that clears the buffer, zoning and opt-in tests than for an identical building that does not.
