In FY2025, Michigan Treasury distributed $54,017.10 per adult-use retailer/microbusiness license — $93,773,685.60 total across 868 licenses in 238 municipalities. A city's total equals that per-license figure multiplied by its license count: Detroit received $3,295,043.10 across 61 licenses; smaller municipalities with a handful of licenses receive proportionally less.
The per-licence multiple is the whole calculation
Because every licensed retailer or microbusiness generates the same flat $54,017.10, a municipality's total distribution is arithmetic: license count times that fixed figure. A city considering whether to raise its cap can model the revenue impact of each additional license directly from this number, without needing separate Treasury projections.
Coverage note
C3 CRE's municipality dataset publishes FY2025 license counts and excise totals for 54 municipalities across our active Michigan markets — including Detroit, Warren, Lansing, Grand Rapids, Ann Arbor and Ypsilanti — selected out of the 238 municipalities that received an FY2025 distribution from Treasury. Municipalities outside that set are not yet published.
