The CRA maintains a list of designated social equity communities — historically numbering 184 municipalities — selected based on cannabis-related conviction rates and enforcement history in those jurisdictions prior to legalization. Applicants who currently or formerly resided in a listed community for a qualifying period, or who meet other CRA-defined equity criteria, can qualify for reduced license and application fees under the CRA's Social Equity Program.
This is a fee-relief and application-support program tied to applicant residency history, not a real estate incentive or a zoning designation — being located on a social equity community's list does not itself change zoning, buffer distances, or opt-in status for a property in that municipality, and it shouldn't be confused with a site-specific benefit.
For an operator client evaluating license economics, confirming social equity eligibility early is worth doing since it changes the licensing fee side of a pro forma meaningfully, but it's independent of whether the specific municipality has opted in or has license availability, which still has to be checked separately.
