Yes. Under MRTMA, a municipality may not prohibit growers, processors and retailers from operating together in a single facility. That statutory protection is the basis for vertically-integrated single-building deals, and it materially changes which buildings are worth pursuing versus a strategy built around three separate leased locations.
What the municipality still controls
The co-location protection is narrow: it stops a municipality from banning the combination outright. Zoning district eligibility, buffer distances, building code compliance for each use — retail storefront, C1D1 extraction space, cultivation environmental controls — and any numeric license cap all still apply independently to each license housed in the building.
