Do I need a certificate of occupancy before applying to the CRA?

The answer
Yes. The municipality must issue a Certificate of Occupancy before the CRA will conduct its pre-licensure inspection. The CRA also notifies the local government of a pending application and allows 14 to 21 days for the municipality to report noncompliance, so the municipal permitting sequence gates the state's final step.

Because the CRA inspection cannot happen before the Certificate of Occupancy, build-out schedules should treat local plan review, permitting and final inspection as the critical path, not the CRA application itself. A completed CRA application sitting behind an unfinished building or an unresolved permit issue accomplishes nothing until the municipality signs off.
