What actually sets the pace
The CRA notifies the local government of a pending application and allows 14 to 21 days for the municipality to report noncompliance. That window runs in parallel with construction, but the CRA will not conduct its pre-licensure inspection until the municipality has issued a Certificate of Occupancy — so build-out delays and permit-office backlogs extend the timeline more than anything the CRA itself controls.
