Sequence diligence, don't run it all at once
Zoning and utility diligence should run first and in parallel, because they are pass/fail gates that make everything else irrelevant if they fail. Only after a parcel clears opt-in status, permitted-use zoning and a utility capacity letter does it make sense to spend money on detailed mechanical and structural engineering.
